Our Company Held the 2022 Summary and Commendation Meeting

On January 7, 2023, JOC Chemical Storage (HQCC) successfully held the 2022 summary and commendation meeting. Secretary of the Party Committee and chairman of the Board of Directors, Huang Hongliang, member of the Party Committee and vice president of the Group, Shi Xianzhao, and external director and financial supervisor of the Group, Fu Zhaochun, attended the meeting. Heads of functional departments of the Group and our directors and supervisors also attended, including Liang Jinhai, general manager of the Group’s Investment and Development Department, Cao Wenjun, director of the Group’s office and general manager of the Overseas Business Division, Wang Zaifang, deputy general manager of the Group’s Finance Department, and Zhu Xuhui, manager of the Group’s Safety Committee Office. All staff (except for those on duty) attended the meeting, and Sun Guangguan, vice general manager and safety director of our company, presided over the meeting.

I. Video Review

At the opening of the meeting, the leaders and all the participants watched the short video “Backbone” and reviewed the unforgettable moments in 2022 when the people of HQCC worked together and fought against the pandemic regardless of the sweltering summer heat.

The year of the tiger passed, and we ushered in the brand-new year of the rabbit. In the blink of an eye, the HQCC “family” has gone through another year hand in hand, experiencing the warm spring, hot summer, beautiful autumn, and freezing winter. It was a year of pressure and opportunity, and it was a year of pay and gain. We believe no winter is insurmountable, and spring will always arrive on time.

II. Work Report

At the meeting, Sun Chengli, secretary of the company’s Party Committee and general manager of the company, made a report titled “2022 Work Summary and 2023 Work Outlook: Self-Improvement for A New Chapter Focusing on Two Perspectives With Joint Efforts; Self-Discipline and Social Commitment With A Pragmatic and Practical Attitude to Realize Dreams and Goals” on behalf of the leadership team.

In 2022, with the leadership of the Group’s Party Committee, HQCC made joint efforts in fighting the “three tough battles” of pandemic prevention and control, safety production, and environmental protection. We fought the protracted war of pandemic prevention and control as carefully as before, built the lifeline of safety and environmental protection for a long time, and finished production and operation solidly. Last year, we:

First, we dared to provide conditions to solve every challenge we faced, setting the stage if there were no available conditions and following high standards if there were available conditions. We started from scratch: Our staff stayed up all night to overcome challenges brought about by the pandemic and gave up their holiday to push forward the schedule and reach our goals. In the face of difficulties, we never find excuses nor turn to customers. We always push ourselves.

Second, we grew “omnipotent” in the midst of adversity. Last year, the repeated pandemic, lockdown, and quick release left us at unprecedented rock bottom. But amid this adversity, we had ideas and solutions and knew how to make progress from multiple perspectives.

Third, we were fearless in critical moments. Last year, the sweltering summer heat was beyond our expectations. Unprecedented heat waves swept every inch of the land, imposing tremendous pressure on security, environmental protection, and pandemic control and prevention. Amid all the difficulties, HQCC did not wait nor rely on others but dared to think and fight, changing the pressure into power.

In 2023, in the face of the complex internal and external environment, the company will firmly grasp the general keynote of steadily seeking progress and focus on accelerating the recovery of production and operation and comprehensively improving its service capacity. We will resolutely lay a firm foundation for stable enterprise development, adhere to the national policy to make a smooth and orderly transition of pandemic prevention and control, strictly ensure the safety production and ecological and environmental protection, and firmly grasp the initiative of safety development. Moreover, we will actively seek progress, improving the quality of our services, optimizing our business structure, enhancing our competitiveness, and achieving high quality. With a more united attitude, stronger momentum, more stable pace, more vitality, and higher benchmark, we will make headways effectively in the two perspectives of market share and profitability.

III. Commendation of Outstanding Staff

Huang Fuguang, the chief engineer of the company, announced the “Decision on Commending Outstanding Collectives and Individuals in 2022”, commending collectives and individuals who performed well in pandemic prevention and control, production, and operation in 2022 to encourage them. The participants watched the video that vividly showed the “courageous, innovative, and dedicated” spirits of these outstanding staff under the double pressure of the pandemic and safety production through the details of their work.

The leaders of the group and the company issued honorary certificates for the outstanding workers and collectives, expressed warm congratulations to them, and gave full recognition of their achievements. Meanwhile, we hope that the commended collectives and individuals can cherish the honor and achievements and continue to play an exemplary role. We hope they can be courageous, take the lead, and make further efforts!

IV. Speeches by Representatives of the Outstanding Staff

Representatives of the outstanding staff, Zheng Qin, Zhang Jiulong, and Li Jian, spoke on the stage one after another. The three outstanding workers reported their common growth with the company with their work experience and thoughts in simple words.

Zheng Qin, the first-class security guard of the Security and Environment Department: You are the “gatekeeper” of the front-line and also the “most beautiful retrograde” in fighting against the epidemic. Since Covid-19 broke out, the task of gatekeeper had become even more difficult, but you made “strict prevention with no loss” your goal, not blaming nor complaining. You overcame physical disadvantages, meticulously carrying out the same tasks as your male colleagues, shuttling in foreign vehicles every day to take body temperature and check the required codes with a high sense of responsibility.

Zhang Jiulong, the sales manager of the Operation Department: Roads are made by travelers, and careers are explored by hard workers. Last year, you made breakthroughs and successfully transformed with a never-give-up attitude. After six years of effort and accumulation, you finally had your own customers. Your active application of the new normal, exploration of new varieties, and focus on the “efficiency” goal allowed you to take on tough tasks, realizing a steady performance improvement and bringing the company a revenue of RMB 58 million.

Li Jian, a representative of the terminal team of the Storage and Transportation Department: Since the pandemic broke out, you had led the team to work in the frontline of pandemic prevention and control and terminal operation, enduring a double test of psychological and physical pressure. 12 people in 3 shifts were on the 436-meter-long terminal, working in shifts to guarantee operations for 24 hours. The registering of 18 ledgers, disinfection water tanks weighing 90 pounds, thick protective clothes, and the operation of thousands of vessels throughout the year marked your tenacity of “conquering difficulties day by day” and your practice of the original intention and mission.

V. Chairman Huang’s Concluding Speech

Chairman Huang said that 2022 was an extremely stressful, challenging, and extraordinary year. The country, our enterprise, or even each of us, had experienced too much, endured too much, and paid too much. First of all, I would like to express my warm congratulations and heartfelt thanks to all the staff of HQCC for their hard-earned outstanding achievements by uniting and striving to overcome difficulties and seek progress. Secondly, we sincerely feel that the manual and video clips are the true records of our unity and hard work of our state-owned enterprise and the root of our good results.

I summarize four points from leaders of HQCC taking the lead and all staff unitedly following the lead last year. First, with the lead of the Party Committee, we ensured the development and make great progress. Second, we ensured safety and environmental protection and steadily improved under huge pressure. Third, we overcame difficulties and ushered in a new chapter in production and operation. Fourth, we cultivated the staff team and implemented common prosperity, and cadres and masses were clean, honest, and of integrity. 

In the past five years, the profit of HQCC increased steadily year by year, becoming the profit stabilizer and pillar of the group. 2022 has become the past. In 2023, we need to progress while maintaining steady development and promoting high-quality development, soberly understanding our shortcomings and making more efforts based on the existing achievements. We hope that in the new year, we can do well in the following four aspects.

First, how to make new establishments in growth and safety production led by party building and outstanding examples?

Second, how to achieve safety and environmental protection, ensuring that there is no safety accident with negative impacts and that each of our employees takes the initiative in safety production?

Third, how do we break through with high-quality development as the theme of the new year? How to take the characteristic digital transformation as an important starting point and key increment of high-quality development and lay a foundation for “intelligent transformation”?

Fourth, how to give full play to the party committee in “grasping the direction and the overall situation and ensuring implementation”, the board of directors in “determining strategy, decision-making, and risk prevention”, and the management in “planning the operation and conducting implementation and management” to break the “ceiling” of industry growth?

In conclusion, Chairman Huang raised four requirements for leading the industry for the work of HQCC in 2023.

First, we need to lead in the deep integration of party building and production, and operation.

We should fully implement the spirit of the 20th Party Congress, bear in mind the mandate, and stay united. We should conduct businesses with a better service attitude to meet new challenges and overcome new difficulties. As a state-owned enterprise, we must find the right point for integration, creating a good atmosphere, gathering more positivity, strengthening talent cultivation, and shaping the consciousness of clean practice.

Second, we need to lead in safety and environmental protection to ensure sustainable development.

Safety and environmental protection guarantee the sustainable development of enterprises. We must seek survival by safety and seek development by environmental protection, further improving the level of refined management with stricter requirements, higher standards, and more practical initiatives to eliminate all kinds of dead ends and blind spots.

Third, we need to lead in making steady progress in high-quality development.

Stability is important, and we must seek progress while maintaining stable growth. High-quality development requires stability, but we have to see the “ceiling” of development and think about how to break the ceiling and achieve structural optimization and cultivation of new growth points.

Fourth, we need to lead in shaping the corporate culture and implementing co-creation and common prosperity.

Co-creation and common prosperity are the “people-centered” development concept mentioned by General Secretary Xi Jinping. We should effectively improve the salary and welfare of employees so that they can enjoy the development dividends. We should remember that profits are made by everyone and should be shared. Leaders should deeply analyze the costs and expenses of the enterprise and use the extra money saved to reward employees who are more competent and willing to work hard.

Finally, on behalf of the Party Committee, the Board of Directors, and the President’s Office of the Group, Huang Hongliang, secretary of the Party Committee and chairman of the Board of Directors, extended New Year wishes in advance to all the employees of HQCC.
