In order to promote the strategy of “building the country into a manufacturer of advanced and quality products” of the report to the 20th national congress of the communist party of China and strengthen the implementation of Special Equipment Safety Law of People's Republic of China and Special Equipment Safety Regulation of Jiangsu Province (law and regulation of special equipment for short), the inspection team of provincial people’s congress and provincial administration of market regulation led by Wei Guoqiang who is the deputy director of the standing committee of Jiangsu provincial people’s congress and the chairman of Jiangsu federation of trade unions started the inspection and special survey about “law and regulation of special equipment” on special equipment safety in Jiangsu Joc Chemical Storage on 4th July. Representatives of people’s congress of Taizhou city, Taizhou administration of market regulation, general manager Sun Chengli, and company leaders accompanied the inspection team.

During the inspection and survey, the team visited the central control room of the company, and made detailed inquiries about the current situation of work safety management, key measures, prevention and control of major safety risks, and the fulfillment of main responsibilities of special equipment by means of on-site inspection, reports, and inquiries. At the same time, the team also checked the basic situation, inspection and testing, maintenance, potential danger investigation, emergency drills, employees’ certificates, and government supervision measures of special equipment in use in the company. Provincial administration of market regulation focused on and inquired the implementation of Regulation on the Supervision and Management of Companies Using Special Equipment to Undertake Main Safety Responsibility issued this year.

The company undertakes the main responsibilities of special equipment in accordance with the law and regulations and makes considerable achievement in safety management, which won the approvement and praise from Wei Guoqiang. He also highlights the following points.

First, the company should stand fast to the bottom line of work safety.

The company should earnestly carry out deployment and requirements of the central government and the provincial party committee about work safety and stand fast to the bottom line of work safety with the highest standards and strictest measures. The company should learn the lessons of recent safety accidents in Jiangsu and other provinces, clearly realize the serious situation of current safety production, draw inferences from others and be alarmed all the time.

Second, the company must thoroughly undertake the main responsibilities of special equipment safety. 

Jiangsu Joc Chemical Storage should create the atmosphere to learn, apply, and abide by the law via themed training, which would effectively drive managers and front-line staff to learn and follow “law and regulation of special equipment”, the law about main responsibilities, and other related regulations. Consequently, all employees would better understand safety main responsibilities.

Third, the company should establish a long-term mechanism for work safety.

The company needs to improve the safety management system of special equipment and facilities. Companies in the sector of hazardous chemical storage which have long pressure pipelines featuring huge challenges in daily inspection must check the weak points based on their management experience and empower the employees with inspection technologies to forestall any potential accidents. The company must keep exploring and establish a long-term mechanism for work safety.

In the future, the company would take this law-enforcement inspection and special research as an opportunity to deepen the four measures of special equipment safety, which are systemic management, in-time monitoring, automatic cutoff, and modern rescue. The legal consciousness and knowledge of employees would be improved. In conclusion, the company would shoulder the political responsibilities to “promote the development and protect the peaceful life of local areas”.
