On the afternoon of May 4, our company held a 2.5-hour-long warning meeting of “Stay Alarmed” on the Seventh Anniversary of 4·28 Accident on Youth Day, the first day after the May Day Holiday in the basketball court of the office area despite the heavy rain to learn from the lessons of the 4·28 Accident and remember that safety is the most important, failing which will make us lose everything. All the staff (except those on duty), Yongan Fire Brigade, and the Bridge Rescue Team of the Highway Slip Road attended the meeting.
At the meeting, we reviewed the video of the 4·28 Accident and watched the video of the 5·1 Luci Chemical Explosion. Safety Director Sun Guangguan first gave a warning speech with a PPT reviewing the 4·28 Accident, analyzing typical accidents and risk points in the past seven years, and exemplifying the 5·31 Fire Accident in Cangzhou Dingrui, Hebei Province. Secondly, he reported on the investigation and rectification of hidden dangers and mobilized staff for “Plan for Safety” in 2023, hoping to fully mobilize and give full play to the staff to participate in this activity, find out the shortcomings, weak links, and loopholes in the safety work, and suggest for improvement.
Talk about Feelings and Experiences
We have studied the video of the 4·28 Accident many times, repeatedly and seriously, and have gained a lot, felt a lot, reflected a lot, and been under a lot of pressure. In the past seven years, we have been working hard together, focusing on President Shi’s strategic plan of “ensuring safety and environmental protection and winning the battle for transformation and upgrading” to achieve further success. However, there are still gaps and irregularities in our safety work, and our safety management still has a long way to go. Three staff representatives talked about their feelings based on their duties. (The following people are listed according to the order of their speeches.)
Wang Wei of the Storage and Transportation Department: After the tragic 4·28 Accident, I was anxious during the months of temporary shutdown. I was afraid due to the pressure of life. But the company’s leaders brightened the way forward by raising “ensuring safety and environmental protection and winning the battle for transformation and upgrading”. HQCC has overcome countless difficulties on the basis of safety production for so many years, made breakthroughs, and rapidly forged ahead to make us well-off and joyful. Thanks to the planning of our president and Ms. Sun and the efforts and bravery of our colleagues in the face of hardships.
Lin Dong of the Technical Center: he company organized a warning meeting on the 4·28 Accident again, which is still terrifying and disturbing after so many years. Such a mistake shouldn’t have been made and should never happen again. As ordinary electricians, unlike field operators, we silently guard the “invisible and untouchable” electricity for most of the time, not allowing it to get out of control and always remembering the “safety first” philosophy of corporate governance.
Li Jian of the Safety and Environment Department: Only the enterprise that dares to review its mistakes can become excellent. The annual 4·28 Accident warning meeting is never going through the motions. Only profound analysis and continuous self-reflection can give us a valuable lesson. The 4·28 Accident is a watershed. And the strategic deployment of “ensuring safety and environmental protection and winning the battle for transformation and upgrading” and the safety philosophy of “everyone is a safety officer, a firefighter, and a woodpecker” shows the determination of HQCC to rise to the challenge and learn from past mistakes.
Signing of A Joint Construction Agreement
The signing of the agreement marks a new step in the integrated development of different fire brigade and rescue teams. We have embarked on a new journey to establish long-term sincere cooperation, information communication, resource sharing mechanism to ensure mutual connectivity and rapid response, laying the foundation for completing comprehensive emergency tasks in which we can work together to enhance the comprehensive benefits of diversified emergency tasks of “1+1>2”. Moreover, we hope that the three teams can complement each other, seek common development, help each other, collaborate in emergencies, share in peacetime, strengthen education, training, management, communication, early warning, coordination, and other aspects of in-depth exchange and cooperation.
Result Show of the First Phase of Military Training
Employees of the first phase of military training neatly lined up with high spirit and morale on the basketball court of the company and reported their results of military training in turn, starting from the dress code, standing at attention and ease, turning in place, marching in unison, and marching at a run. All of them were neat and uniform, and the slogans were loud and clear, showing the efforts of the “HQCC’s iron army” with a serious attitude, winning applause on the spot.
General manager Sun Chengli said, “Three days of training is neither short nor long. Participants have strengthened their bodies, willpower, binding force, and execution capacity. Everyone has different experiences and gains. Today, the first phase of the military training group has set a good example for us. The staff of HQCC will make everything possible as long as they determine the goal and are willing to make efforts. I hope the next two batches of participants can take this as a benchmark and perform better.”
Summary Statement by the Leader
Sun Chengli stressed that safety hazards exist everywhere and all the time. It exists in our behavior, in our thoughts, in our consciousness, and our site. The annual 4·28 Accident warning meeting is not a perfunctory response. It means that we dare to face our imperfect selves and conduct self-revolution. The review allows us to focus on the present, create happiness, take on responsibility, guard the beautiful home, and nurture HQCC. It warns us that safety production must be pragmatic, and we must apply the philosophy to every piece of work and make achievements. And we must devote ourselves to frontline research to obtain the most cutting-edge and effective information.
As employees of a chemical enterprise, we should always observe with our eyes, think with our minds, and ask ourselves: What is the core of the company’s survival? What will threaten the company’s survival? What are the root causes and obstacles of hidden dangers? How can we have enough power and ability to solve all kinds of problems? As managers, we should always rely on our party members, reserve party members, activists, and backbones. Only when we work together to ensure safety can we ensure our survival.
Growth is always hard and long, and we need to make continuous efforts to forge ahead and not give up lightly when we encounter any difficulties. It is the basic element, quality, and ability we should have as HQCC staff and pragmatic people. She pointed out that:
First, fulfill promises and commitments. Party members and cadres should fulfill their promises and commitments instead of boasting. We should avoid talking the talk but strictly require ourselves to achieve the set goals step by step according to the plan. And we must ensure the quality rather than paying lip service. Moreover, I hope our employees will not be arrogant but remain firm and confident no matter how the external environment changes, doing their jobs, taking on their responsibilities, and taking care of everyone.
Second, be pragmatic. A pragmatic person should know that any success is not made overnight but comes from accumulation, continuous efforts, and practice. Adventurous action and speculation will destroy the foundation of our sustained growth. HQCC’s achievements are made through more than ten years of growth and development by us and our predecessors. With the accumulation and hard work, we have the advanced brand depot and the benchmark honor. Honors have become the past, and we need to rely on the joint efforts of all employees with a pragmatic, practical, and down-to-earth attitude, wisdom, kindness, and simplicity to create a better future on the 270 acres of land of HQCC.
